Stephanie J. Mapes Director

Ms. Mapes is a member of the Business Services and Captive Insurance teams at Paul Frank + Collins, with a focus on captive insurance law, trademarks, and copyrights.
Ms. Mapes’ captive insurance law practice involves advising clients with respect to pure and association captives, risk retention groups, reciprocal captives and other alternative insurance arrangements; specifically with respect to the tax, regulatory and legal ramifications of various transactions, entity structures, contract negotiations and insurance programs.
The captive insurance team of Paul Frank + Collins has expertise in multiple industries and facilitates insurance solutions for companies, most of which are Fortune 500s with captives in Vermont, New York, South Carolina and Arizona. The firm’s risk retention group clients are largely representative of the health care industry.
Ms. Mapes is a member and past chair of the Legislative Committee of the Vermont Captive Insurance Association (“VCIA”) and a member of the Government Affairs Committee of the National Risk Retention Association (“NRRA”) where she monitors and assists with local and national legislation affecting captives and risk retention groups, including initiatives by the National Association of Insurance Commissioners to regulate risk retention groups.
Ms. Mapes is a frequent lecturer at captive insurance conferences, including the annual VCIA conference (the largest captive insurance conference in the world) and captive forums elsewhere in the U.S. and in Bermuda. She serves on the faculty of the International Center for Captive Insurance Education where she teaches a course on risk retention groups. She has also been a guest lecturer at Vermont Law School on the topic of captive insurance and serves on the Boards of Directors for many of the Vermont captive insurance companies represented by Paul Frank + Collins.
Ms. Mapes practices Intellectual Property Law with respect to trademark and copyright matters, including the traditional uses of intellectual property and the application of these laws to the Internet. She serves businesses and institutions located throughout the U.S. and Quebec during product and service planning phases, successfully prosecuting trademark applications and advising when oppositions and domain name disputes arise. She assists the firm’s litigation team with regard to trademark and copyright litigation, and also serves as the chair of the firm’s marketing and strategic planning committees.
