William D. Riley Director
William Riley plays a leading role in the captive insurance industry in Vermont. He advises numerous captive insurance companies, most of which are affiliated with Fortune 500 companies, covering a wide range of industries. Bill has served as Chairman of the Board of Directors of the Vermont Captive Insurance Association and competed two full terms as a member of the Board from 2009 through 2015. Bill advocates for and promotes the industry both in Vermont and nationally and is actively involved in legislative initiatives pertaining to captive insurance.
Bill advises captive insurance clients on legal and regulatory issues associated with entity structures; governance; insurance programs; policy drafting; and various insurance, reinsurance and alternative risk transactions, including loss portfolio transfers, contract novations, mergers, and redomestications. His clients include pure, group and protected cell captives. Bill is a recognized authority on the use of captives to insure terrorism risk.
In his insurance coverage practice, Bill represents captive and traditional insurance companies with respect to coverage matters. He prepares coverage opinions and has litigated numerous declaratory judgment actions involving a wide range of commercial and personal insurance lines, including commercial general liability, all risk property, automobile liability, workers’ compensation, uninsured motorist, homeowners, professional liability, and excess policies. Bill also advises captive insurance companies with respect to disputes with reinsurers.
