Burlington, VT – January, 2026: Paul Frank + Collins P.C. announces that attorneys Andrew J. Rome and Kathy Z. Zhou have been elected as Shareholders and Directors of the firm.
Attorney Rome has worked in the firm’s Insurance Services practice since 2018 where he focuses primarily on advising domestic and London market insurers on complex legal and insurance related matters. He graduated from Vermont Law School in 2017 and then served as a Judicial Law Clerk for the Honorable Justice Beth Robinson of the Vermont Supreme Court before joining PF+C. Nolan Burkhouse, the Insurance Services team leader commented, “Andrew’s elevation to shareholder and director is well-earned due to his hard work and excellence, and is a great investment in our firm’s future. In addition to his work at PF+C, he contributes his expertise to public service which reflects the firm’s values.”
Attorney Zhou has worked in the firm’s Business + Transactions, Commercial Finance, Municipal Law + Public Finance, and Taxation practices since 2019. She focuses primarily on advising business clients, banks, property developers, municipalities, and investors in a variety of areas including business law, contract law, and public finance. She graduated from William & Mary Law School in 2018. Prior to joining PF+C, she served as a Judicial Law Clerk with the Vermont Superior Court in Rutland County.
